We changed form priorities to prevent tax for the city of Chicago from flowing to incorrect forms:

IL Municipal Home Rule Tax will now flow to IL Chicago 8403 if it is consumer's use tax or to IL Chicago 7550 if it is sales tax or seller's use tax
