Buyer not registered in PEPPOL
If the buyer's PEPPOL participant identifier isn't registered in ELMA, your submission fails at the endpoint resolution stage before it reaches the PEPPOL network.

Confirm the buyer's organisasjonsnummer. Look up the buyer at data.brreg.no to verify the orgnr is correct and the company is active.

Check whether the buyer is registered in PEPPOL. You can search the PEPPOL directory at https://directory.peppol.eu.

If the buyer isn't registered in PEPPOL, you can't deliver the invoice electronically to them through the PEPPOL network.

Norway-specific validation errors
Norway national rules are validated before the invoice reaches the PEPPOL network. An SCICloudStatusCode of 401 with one of the codes below means the invoice failed Sovos validation and it has not been transmitted.

PEPPOL transmission failure
If SCICloudStatusCode 401 is returned, the invoice failed during Sovos processing or routing. Review the error detail in the notification payload. Correct the document and resubmit as a new submission.
