Compliance Network Implementation Guide

Set up account

Create an organization, add companies, configure ERP System IDs, and add users for Norway e-invoicing in Compliance Network.

Confirm the following before starting account setup:

  • Your organisasjonsnummer (orgnr) is registered and active with Brønnøysundregistrene (BRREG). Verify at data.brreg.no.

  • Your VAT registration is active. Norwegian VAT numbers follow the format NO + 9-digit orgnr + MVA. For example, NO123456789MVA.

  • You have identified which Norway e-invoicing products you'll turn on: outbound (issuing invoices), inbound (receiving invoices), or both.

Note: Your orgnr must belong to an active legal entity at the time of registration.

Account setup follows the same process for all countries that use Compliance Network. This section covers Norway-specific requirements and considerations for each step. See Set up account for the standard how-to steps.

  1. Create an organization and assign Norway products following the standard steps for creating an organization. Only workspace administrators can create organizations.

    Assign all products the company will use at the organization level. Companies created under the organization inherit these products by default.

    Note: Norway e-invoicing is available for testing in UAT from 1 October 2026. Production access will be enabled in alignment with the January 1, 2027 mandate go-live date. Mandate requirements can change before the go-live date and will be updated as new information is received.
  2. Add companies, one per organisasjonsnummer, following the standard steps for adding companies.

    Enter the organisasjonsnummer in the tax ID field (taxId). Don't include separators, enter the 9-digit number followed by the MVA suffix. For example, 123456789MVA.

    Important:

    The organisasjonsnummer must belong to an active legal entity in BRREG.

    Norwegian law requires suppliers registered in the Foretaksregisteret to include the text "Foretaksregisteret" on their invoices.

  3. Create ERP System IDs.

    ERP System IDs are created in Compliance Network under ERP Setup. They identify each connected system for diagnostics and analytics, and define the communication method (pull) for API notifications.

    Important: The platform automatically creates default ERP System IDs when you provision a new organization, but these aren't synchronized to Network Services and can't be used for network endpoint configuration. Create new ERP System IDs manually.
    1. Go to ERP Setup in the left sidebar.
    2. Click New System Notification.
    3. Enter an ERP System ID. Use a name that clearly identifies the customer and purpose. For example, CustomerName_NO_Invoicing.
    4. Set Communication Method to Polling .
    5. Leave Event Mapping empty. The network handles all routing for Norway.
    6. Click Save.
